A&A LED Lights What Every Building Needs To Check Before BCA Submission

A&A LED lights refer to the lighting fittings and fixtures that get replaced or upgraded as part of a building’s Addition and Alteration works in Singapore. Most buildings only start thinking about A&A LED lights once their planning is already done, by which point the wiring layout, ceiling heights, and budget are largely fixed. The contractor is shortlisted. The team is briefed. And then someone asks, what about the lights?

By then, the electrical layout is fixed, the ceiling heights are locked in, and the lighting budget is whatever is left over.

There are seven things that BCA, SCDF, and your maintenance team need to check for your A&A LED lights, and most buildings miss at least two of them. Here is what they are, and why each one matters more than it looks.


1. BCA Limits How Many Watts Your A&A LED Lights Can Use Per Square Metre

Most people know that A&A works trigger BCA submission. Fewer know there is a hard cap on lighting power density per zone under Singapore Standard SS 530, the Code of Practice for Energy Efficiency Standard for Building Services and Equipment.

Offices are capped at 12 W/m². Hotels at 9 W/m². Carparks at 5 W/m². Retail spaces have their own benchmark depending on use. This is not a suggestion. It is a wattage budget your qualified person has to calculate across every fitting in every zone before the submission can go through.

On the ground, the actual wattage tally per fitting is typically worked out by the M&E consultant or the electrical contractor, then reviewed and signed off by the Qualified Person, usually a registered architect or professional engineer, before they can be submitted.

This is why fitting selection for A&A LED lights cannot be made purely on appearance or brightness preference. The total wattage of the proposed lighting layout has to fit within the allowed budget for that space type, or the submission gets flagged.

2. Adding Motion Sensors Lets BCA Approve Brighter A&A LED Lights

This part surprises most building owners. Under SS 530, installing motion sensors or automatic shut-off controls earns a Power Adjustment Factor, which increases the allowable wattage budget for that zone. This same lighting controls strategy also contributes points toward BCA Green Mark certification, should the building be pursuing it.

In practical terms, this means a building that pairs its A&A LED lights with occupancy sensors can get approval for brighter or higher-spec fittings than a building that does not, because the controls demonstrate that the lights will not run at full power continuously throughout the day. For corridors, stairwells, and low-traffic zones, this is one of the more underused levers available during A&A planning.

3. Existing Wiring May Not Be Compatible With New LED Drivers

This shows up in almost every older building going through A&A. The existing wiring was sized and configured for fluorescent tubes, not LED drivers.

When new A&A LED lights go onto that same circuit without checking, the voltage supplied may not match what the LED driver is rated for. The result is flickering from day one. Over time, the repeated power inconsistency wears the driver down, and the fitting starts to fail earlier than its rated lifespan would suggest.

This is also one of the more common disputes that surface after a renovation. The fitting looks fine on installation day. The problem only becomes visible months later, by which point the original contractor may no longer be contactable.

4. Wrong Voltage on the Circuit Causes Drivers to Fail Slowly

This is a separate issue from wiring compatibility, and it is easy to miss because the symptoms take time to appear. Even when the wiring itself looks fine, if the supply voltage does not match the LED driver’s rated specification, the driver operates under constant electrical stress.

There is no immediate failure. Six to twelve months later, drivers across the building start failing one at a time, and because the failures are spread out, nobody connects the pattern back to the original installation. By the time someone investigates, it looks like a string of unrelated faults rather than a single root cause.

5. SCDF Requires Emergency Lighting to Activate Within 15 Seconds

Under SS 563 and the SCDF Fire Code, emergency lighting must switch on within 15 seconds of a power failure and sustain illumination for at least one hour. This applies to corridors, stairwells, and exit paths throughout the building.

During A&A, if any electrical work touches the main supply, the emergency lighting system must be retested and the results documented. This is one of the more common reasons buildings run into trouble at Fire Certificate renewal. The lighting is not actually broken. Nobody tested and recorded the system after the renovation work disturbed the main supply.

6. A Buried LED Driver Gets Left There Until It Fails Completely

Drivers are the component most likely to need replacement over the life of an A&A LED light. If a driver is sealed inside a ceiling void or hidden behind cladding during A&A works, the next maintenance team faces a choice: leave it until it fails outright, or tear open the ceiling to reach it.

Specifying an accessible mounting point for drivers during the A&A works themselves costs little to nothing extra. Rectifying it after the fact, once the ceiling has already been closed up, is a far bigger and more disruptive job.

7. Test and Label Each Light to Its Switch and Breaker Before the Contractor Leaves

This is the step most often skipped, and it is also the one with the biggest impact on future maintenance.

If a circuit trips or a zone goes dark and there is no record of which breaker controls which fitting, the facilities team is left testing each breaker individually to find the fault. In a large building, that can take half a day for what should have been a five minute fix.

The fix is straightforward. Before the contractor leaves site, every A&A LED light should be mapped to its isolator and breaker, and every motion sensor, timer, and control should be run through a full test cycle. Once the contractor has demobilised, the responsibility for figuring this out falls entirely on the building’s own team.


On-Site Insight: What We Found at Shine @ Tuas

When StarLED Technology was engaged for a staircase lighting upgrade at Shine @ Tuas, a B2 industrial development overlooking Tuas Mega Port, the initial scope for the A&A LED lights appeared straightforward. New fittings, upgraded brightness, done.

On inspection, the emergency lighting circuit and the general lighting circuit had been wired together off the same power supply by the previous contractor. Under normal conditions, everything worked fine. In a real power failure, the emergency lighting would have drawn from the same failed supply and provided no illumination on the escape route, a direct breach of the requirement that emergency lighting switch to a secondary power source within 15 seconds of a main supply failure.

The fault had gone undetected for years. No trips, no visible failures, no complaints. It was invisible until someone checked for it.

The scope was expanded to separate and properly terminate both circuits, install new A&A LED lights with motion sensor control, and retest the full system. This is a useful reminder that a lighting system which appears to work is not the same as one that has actually been inspected.


Upgrading Existing Fittings vs Full Replacement of A&A LED Lights

One of the more common decisions building owners face during A&A is whether to upgrade the existing lighting fittings in place or replace the system entirely. The right answer depends on three things: the condition of the existing wiring, the condition of the existing fitting housings, and whether the current layout still meets the lighting requirements for how the space is actually used today.

When Upgrading Existing Fittings Makes Sense

If the wiring is in good condition, the circuit layout still suits the space, and the fitting housings are structurally sound, upgrading the light source and driver within the existing housing is usually the more cost-effective path for A&A LED lights. This keeps disruption low, reduces civil works, and works well for buildings where the layout of the space has not changed significantly since the original installation.

A straightforward swap from an older fluorescent or metal halide fitting to a modern LED equivalent, using the same housing and circuit, often falls into this category, provided the wiring has already been checked.

When Full Replacement Is the Better Decision

Full replacement is the better decision when the existing wiring is aged, has been incorrectly installed, or cannot be confirmed to be in safe condition. It is also the right call when fitting housings are corroded or mechanically compromised, when the circuit layout no longer matches how the space is used, or when emergency lighting and general lighting circuits have been wired together on the same supply, the same issue uncovered at Shine @ Tuas.

Full replacement also tends to be the more practical route when a building is targeting Green Mark certification or needs to demonstrate clear improvement in lighting power density, since a clean installation of A&A LED lights is easier to document and verify than a partial upgrade layered on top of an older system.

A proper site inspection, ideally carried out by a licensed electrical worker registered with the Energy Market Authority before the scope and budget are finalised, is the only reliable way to know which path applies to your building. What looks like a simple swap from outside the ceiling can turn into a full replacement once wiring or housing condition is checked up close.


Why This Gets Missed So Often

Lighting tends to land at the bottom of the A&A checklist because it does not look complicated. A fitting either turns on or it does not, and from a casual walk-through, most systems look fine.

The issues that matter most, mismatched voltage, combined emergency and general circuits, drivers buried out of reach, are not visible during a normal inspection. They surface later, sometimes during a Fire Certificate renewal, sometimes during a real power failure, and sometimes simply as a string of fittings failing one after another for no obvious reason.

Addressing these seven points during the A&A planning stage itself, rather than after handover, is the difference between A&A LED lights that perform reliably for a decade and a system that generates recurring maintenance calls within the first two years.
